
Since the law of 20 December 2019, the letting of furnished rooms and shared accommodation in Luxembourg has been subject to strict standards regarding hygiene, safety and habitability. The owner must submit a declaration to the local authority, and officials from the local authority will visit the premises to check that they comply with the regulations. These regulations help to prevent the proliferation of illegal rooms, which have been a problem in Luxembourg and continue to be so.
Tenants renting a room that has not been registered with the local authority will not be able to register there and will therefore have no legal rights in the country (including no social security cover). Employers require this registration.
Landlords who rent out a room without registering it risk fines, a refusal by the insurance company to cover any claims, and the immediate closure of the premises, with an obligation to rehouse the tenant at their own expense.
